What mens the error: "config: no rules were found!"?

Question / Problem

Spamassassin.exe / spamd.exe fails with the following message:
config: no rules were found!  Do you need to run 'sa-update'?

Answer / Solution

Most likely SpamAssassin is not able to find a valid rule set. Please run sa-update.bat to download the latest rules.
